Japanese Retailers Seek Balance Between Facial Recognition and Privacy

In a recent symposium, Commission councillor Kuniko Ogawa clarified that images which can identify individuals are considered personal information, while anonymized data such as an age or gender estimations are not.

The clarification was provided by Japan’s Personal Information Protection Commission in the face of rapidly increasing use of facial recognition for marketing purposes in locations such as the Parco_ya shopping center in Tokyo’s Ueno district, which already has 90 cameras that track visitors and collect age and gender information.

However, lawyer Masahiro Kobayashi warns that the limitations may not be enough to prevent a surveillance society. He added that people must be informed if they are being shot by cameras.
